I would not catagorize it as a a parady.The intention was cleary not a comment on the actual sign but rather to mock the apponent. It is my understanding that in order to be a paradoy it must be mocking the sign its self or making fun of the intentions of the sign not merely using the sign in an alternative way. Which would make it a derivative work...and a copyright infrindgement.
